UNITED UTILS PLANNED WORK 23/03/07
I am now been informed by United Utilities that columns (street lights) 1,2,3,4 have now been programmed for completion on Tues 27th March. With regards to the rest of our electrical problems, United Utilities have asked Taylor Woodrow to look into our comments, and as yet they have had no reply.  They tell me they will continue to chase them to try and resolve these issues.would be grateful if you could circulate this email to the community on my behalf. will let you know through the course of next week as to whether or not our pressure on United Utilities and Taylor Woodrow has been successful.

URGENT RESPONCE NEEDED RE UU WORK 13/03/07
Janice McGurrell of UU called me this afternoon to say that her team is working with their contractor, Manson Utilities to put a project plan together this week with the intention of doing the work next week. From her explanation as to why the utility work is not complete, it would seem that the fault lies with both Taylor Woodrow and UU which is probably what we thought.I mentioned to Janice that there were a number of other areas of the development that also needed her attention and that I would forward our snagging list to her in the next day or two so that she could action these also.

This project has been escalated to my Manager and it has been made an urgent priority.

Street Lighting- Lords Wood - Gary Miller - 07/03/07
Gary Miller from Lords wood has asked me to forward this e-mail ( See Below)on to you all about issues they are having particularly in Lords Wood with unconnected streetlights that have never been connected since they move in but also that holes were dug in the pavements a few months ago now and there is no barriers round them as they blew down in the gales the other week. He has been trying to get somewhere with Taylor Woodrow who built his house and they have subcontracted the work to United Utilities.

Stuart has been liaising with Gary but the work still has not been done. Finally today we received an e-mail from Stuart with United Utilities number on it and we want people to contact them and complain so we can try and get the job done.

Karl - is this something the Guardian would be interested in - if so can you contact Garry directly his contact details are on the e-mail below.

Tony Gee - Please can you help Garry and the residents of Lords Wood by throwing your weight behind it - is their anything that the council can do - from my understanding of dealing with these issues in Halton the council won't get involved as the road is not yet adopted as the street lights have not been connected hence it remains the responsibility of Taylor Woodrow can you check with the street lighting department to see if someone there can help. Also could we ask you to contact Stuart McHale form Taylor Woodrow and United Utilities in the same way as we are asking all other residents.

This is where our community group really plays a part and I know Cllr Gee was really happy with the way he could be involved and we can get information out to people so I am more than happy to keep it up or you can look on www.gillibrands.co.uk.

Site B – Lucy Unsworth26/02/07

I am back from my travels to London - I noticed we have had no e-mail regarding last Thursday's meeting - Mark was going to do one but he did say he had had a few problems with his e-mail so may be that's why.
 
Any way you will be pleased to know that they went with the report recommendation I.e. to support the go ahead to get planning permission for SITE B which is the one on Buttermere.
 
Cllr Gee sent me this brief e-mail -

Thanks Chanda for doing your bit - I believe you got to ask your question at the beginning and then they went ahead with the normal agenda so you had to stay for ages after that!
 
The question Chanda asked was what would happen if the planning application was not successful at site B - the answer was they would consult again with residents.
 
No doubt we will hear no more on the matter now until it is built - but of anyone does please don't object to the planning application!!!

would like to confirm that your request to submit a question in person at the Executive Cabinet meeting tomorrow night has been approved.

Following our telephone conversation yesterday, I confirm that the question you requested is as follows:

"we understand that the majority of people polled preferred Site B  and we hope that you approve the recommendation set out in the report -  Please can you explain what will happen if planning permission is rejected for Site B by the Development Control Committee - Will you revert to Site A or will there be further consultation with the residents? " 

Councillor Peter Malpas (Executive Member for Economic Development and Regeneration) will respond to your question and then you will be given the opportunity to ask one supplementary question. The Executive Cabinet will then debate the report and reach a decision on the report.

It is envisaged that the report (agenda item 16) will be brought forward at the meeting and considered after item 3 (Minutes of previous meeting) The meeting will be chaired by the Executive Leader, Councillor Peter Goldsworthy

Planning permission report – Lucy Unsworth 14/02/07

The report is on the web - takes forever to download and I've got Broadband!!!!!!

 Our bit is agenda item 16 which is p275 of this document - 284 but this is actually page 269 of the report because the first few pages are the agenda.
 
The report is recommending that planning permission be sort for option B - RESULT!!!!!!!
 
We still need to get together and Chanda still needs to go to the meeting as this is not over yet as they do need to rubber stamp it but it's looking good.

78% in favour of option B - Buttermere– Lucy Unsworth 14/02/07
Just had a call from Cllr Tony Gee - although the report is not published until tomorrow when we can download it from the web he has spoken to one of the officers and the result of the poll is

78% in favour of option B - Buttermere!!!!!!!!! "

We still need to go next week to support this and get it through and it will depend on what the report says but what Cllr Gee is going to be saying is that there is a social need on the Buttermere Estate for such a community centre and they would have never had one if it was not for the developers on Gillibrands North and the residents of Gillibrands North contributing to it - we have after all paid for a community centre when we purchased our houses. This will give an opportunity for the county council, the local council, police and health authority opportunity to work with this community that are vulnerable and have a social need.

Lets keep up the campaign - maybe when the Community Centre is built this can be seen that we helped fund it! Lets turn this in to a positive.

Next battle is the shops!

Hope you will all agree this is the news we were hoping for - we just need it confirming in the report published tomorrow.

I am at home with flu at the moment but hearing this good news has made me feel a whole lot better!

recall an e-mail late last year saying work would be completed then - Gary can you keep us all informed of progress.

The work to the streetlights has to be carried out by United Utilities, I have contacted them this morning to find out why certain streetlights have not been connected or have been left open. Jane Winstanley at UU has promised me that all column connections will be complete by the end of next week (23rd Feb), following that we can ensure that all
backfill/re surfacing works are completed.

Executive Cabinet meeting–Lucy Unsworth 12/02/07

I've spoken with committee services at the council and found out the protocol for the Executive Cabinet meeting when the Community Centre is going to be discussed.

Thank you to Chanda who has volunteered to speak on our behalf ( or should that be cajoled!!!)  - we can only have one nominated spokesperson but more people can attend the meeting to show their support if they so wish. I apologise but hadn't realised Chanda is a Barrister not a solicitor so who better to represent us!!!!

The agenda will be published on Thursday 15th on the council website - on the left hand side is a box about Councillors and Meetings but this is the link to the page http://democracy.chorley.gov.uk/ieListDocuments.asp?CId=115&MId=920&J=1 - this should have the report in about what the outcome of the consultation and it will give some recommendations. Once the agenda has been published we will have an agenda item number and we need to ring up and register an intent to speak on that particular agenda item - I can't do it yet as the agenda has not been published. Cllr Gee is going to speak on our behalf as well and I have contacted Lyndsey Hoyle and will know tomorrow if he is able to speak for us as well. If others wish to attend they can do so and there is no need to ring in advance you will however not be allowed to speak unless you have registered an intent to speak in advance.

I was going to suggest a few of us get together with Chanda - don't mind holding it at our house on Friday night at about 8pm - if you want to come along let me know. From there we can get some main points of discussion. These points will be based upon the agenda as we need to know what the report is going to be saying. Do you think we should invite Tony Gee to this as he is experienced?

We are at the 11th hour now I am gutted we are away when it is all going to come to ahead - we are actually back Thursday afternoon but I am then going to London on the Friday morning hence I can't attend the meeting.

Executive Board Meeting–Lucy Unsworth 10/02/07

I have received a reply from Cllr Gee regarding the Executive Board Meeting - someone from our group needs to register with Committee Services on 01257 515122 and register an intention to speak on behalf of the group - I would have done it but I am in Barcelona so am not available to - is there anyone who does not mind representing everyone - Cllr Gee will be speaking and it is vital we have someone to speak and register our complaints. I'll also ring the MP to see if he will be attending.

I am not sure if we can have more than one person speak - I'll ring them on Monday to find out.

Any volunteers - Chandra as a solicitor used to representing people I didn't know if you would mind doing it?

Information on the community centre–Lucy Unsworth 08/02/07

Here is the very latest information on the community centre - the result on the community consultation is going to Exec Board on 22nd February - knowing how these work we should be able to get hold of the agenda and the report the week before - I will ask them to send me a copy of the agenda and report we may even be able to download it from the web

Cllr Gee - Please can you let me know how we can get hold of the agenda papers prior to the 22nd.

Unfortunately Keith and I will be away when the meeting is - we are off to watch Liverpool in Barcelona and combining it with a weeks holiday.

So looks like we will have to keep our fingers crossed for another two weeks at least.

Response from Council – Lucy Unsworth – 07/02/07

I've had some responses to letters I have sent.

Firstly I wrote to the MP to let him know the consultation was taking place and that we were concerned a few letters had gone missing. I also asked about what was happening with the shops. Lindsay Hoyle wrote to the chief exec re our concerns and I have now had a response to that letter.

I have attached the file but it may be too big to come through

Also I have had a response from Liz Morey to our objections to the community centre I have attached that as well.

If anyone has any comments regarding any of these letters or any suggestions about what to do next then please let me and others know.

The closing date for the consultation has now gone so I will e-mail Liz Morey again to see when we will hear and also when the meeting with the developers will take place. I'll let you know if I get a response.

New Gillibrands Web Site – Lucy Unsworth – 07/02/07

The campaign against the community centre has taken a step further. Ashle Whittle has developed a web site for Gillibrands. The details are in the e-mail below - it is not just for the campaign for the community centre but local businesses can also advertise on there, people with holiday homes etc could put things on. See full details below from Ashle.

I understand there are still a lot of people who are not on our e-mail group - I am happy to add more names alternatively anyone can also subscribe to a contact list on the Gillibrands website to be kept up to date.

Can you all have a look at Ashle's hard work - any comments suggestions for the web can go to Ashle or myself and I will forward them to him. Ashle's e-mail is ashle@whittle.tc or ashle@carrerait.com.

I think this is a great idea and shows how we are moving with the times.

Problems with Redrow Ridge Tiles – Mark Crook 31/01/07

Just seen the news, apparently Ridge tiles coming off on Redrow estates is a major issue - although redrow were not availble to comment they have said they will repair any roofs found to be dangerous/faulty. Some of the issues were caused by poor grade cement, Gary, you may want to contact them again, you might get a different reaction.

Underestimated Cost of Fuel Bill – Joanne Croasdale 29/01/07

Just a word of warning to you and your ever growing list of Gillibrand estates home owners. I have just discovered that Powergen, the original gas and electricity suppliers for Redrow on this estate, have not been reading the gas meters, (they do seem to be reading the electicity meters though!) and have massively underestimated the cost of our bill. They are legally obliged to read them every two years, and we have lived here for more than two and a half years!! We now have a bill for over a thousand pounds! So if you would be so kind and pass this on to the people on your list, so that they can all check their meters and not be foolish and forget like me.

I see from my colleague Natalie's desk that the Post Office have returned LOADS of consultation forms unopened, claiming that no-one lives at the addresses, so don't worry, we will be checking this out. We actually sent out just under 2,000 forms.

Undelivered Consultantation Papers – Lucy Unsworth – 13/01/07

I wrote to the MP last week regarding the consultation and my concerns as some people had told me they had not had a consultation paper.

The MP is also concerned and has written to the Chief Exec - Donna Hall and asked her to look into it. I also enquired about what happened to the shops as we have not heard anything.

Can you let me know by replying to this e-mail either if you did or did not get a consultation paper.

I've told the MP I would supply him with a list of names of people who have not had a letter.

Re:  Council Consultation Notice – Lucy Unsworth – 07/02/07

Dear All

No doubt you will all by now have had your consultation document asking you to pick an option for the community centre and what activities we want in it.

I am e-mailing you all now to make sure that you all complete the forms and return them by the 29th and if you know anyone who is not on the distribution list for this e-mail then please make sure that you tell them to complete the forms and send them back. Forward this e-mail to others if you have more names that are not on my list.

I intend to write to Liz Morey to raise my objections to the community centre at option A again and I would encourage you all to do the same. I think we all need to vote for option B as a preferred option but I will be saying I don't want a community centre full stop and have no intention of using one or managing such a facility. If one had to be built then It should go at option B where importantly there are CCTV cameras. I will be making it clear though that Keith and I would not use the facility if it was built. I do think it's worth while everyone also writing additional letters to go with the slips detailing your concerns and let them know the strength of feeling about this development.

If you have not got a consultation document or you know people who have not the please let me know they will need to contact Liz Morey on 01257 515812 or liz.morey@chorley.gov.uk  to find out why they have not been consulted. It's important we also find out if they have not had the consultation paper as again we need to make sure that this is a fair consultation.

I intend to also let the councillors and the MP know that the consultation is taking place and that I am disappointed that option A is still on there having been told by Tony Gee that it was no longer an option!

I'll try and get hold of the Chorley Guardian contact details in Mark's absence as I think they should also know what the latest is.

If anyone has any other comments about the consultation or any ideas on what else we can be doing please let us all know by replying to all on this e-mail. If anyone does just reply to me I will forward them on to the rest of the group.

Lets keep our fingers crossed that it goes our way but I do have concerns still as this consultation is going to all of Buttermere and Gillibrands South who it worries me may vote for Option A as it's nearer and any issues that come up will not affect them. If anyone knows anyone living on there let them know our thoughts!
